What does it mean when a user cannot have peers?

SCENARIO:  

We have the Enterprise edition and cannot connect with a particular peer.  We receive an error message that says he cannot have peers.  

TROUBLESHOOTING:

Please check that the user has completed the following:

  1. User must already be registered on DiscoverText.
  2. User must enter the Enterprise key.
